When Howard W. Hunter was called as bishop in 1940, a shortage of priesthood leaders existed because of World War II. As a result, he couldn't find a Scoutmaster.

So, for two years, he held the rare dual responsibility of bishop and Scoutmaster."We had a group of fine young men who could not be neglected, so I assumed the responsibility of serving as Scoutmaster," he recalled later. "We frequently went on overnight campouts and did the things Scouts like to do." (Howard W. Hunter, by Eleanor Knowles, p. 94.)
