When President N. Eldon Tanner was first called to be a counselor in the First Presidency, what was his standing in seniority in the Quorum of the Twelve?

At the time of his call to serve as second counselor to President David O. McKay in October 1963, President Tanner was the junior member of the Quorum of the Twelve. He was sustained to the Quorum of the Twelve in October 1962, following Elder Gordon B. Hinckley into that quorum by one year. President Tanner served in the First Presidency until his death in 1982.
