A major reorganization of stakes in England took place under the direction of President Gordon B. Hinckley, then of the Quorum of the Twelve, and Elder David B. Haight of the Quorum of the Twelve on May 28, 1978.

Nearly 5,000 members of the Church attended the meeting in London's Royal Albert Hall, according to the June 10, 1978, Church News.

With the realignment of six existing stakes and the creation of three more, nearly all of England was covered by stakes, according to the article. "Now, a small district in the England Birmingham Mission is the only part of the country not covered by a stake," it said.

Elder Haight was quoted in the article saying: "Elder Hinckley stood there with tears in his eyes as he saw all the members in Royal Albert Hall.

"He had been there as a missionary many years ago to attend a concert there. He never thought he would see the hall filled with members of the Church."
