Additions to the Doctrine and Covenants were announced in the June 2, 1979, Church News.
An article in that issue stated, "Joseph Smith's Vision of the Celestial Kingdom and Joseph F. Smith's Vision of the Redemption of the Dead have been transferred from the Pearl of Great Price to become Sections 137 and 138, respectively, in the Doctrine and Covenants."
It continued: "The statement of the First Presidency telling of the revelation extending the priesthood to 'all worthy male members of the Church' released June 9, 1978, will also be added to the Doctrine and Covenants.
"The decision to place these revelations in the Doctrine and Covenants has been made by the First Presidency and the Council of the Twelve.
"At a general conference of the Church on April 3, 1976, the visions that will become Sections 137 and 138 were presented and accepted by vote as official scripture of the Church."
