All young men 8 to 15 years of age should be registered in Scouting, in countries where it is available. . . . Young men 16-17 years old should be registered in Scouting when pursuing rank advancements or when stake presidents and bishops choose to sponsor Explorer Posts (or the local equivalent) for young men of this age. . . . In the United States, the Explorer program, when carefully planned and structured, can offer young men a number of meaningful and productive activities. . . .
If stake and ward priesthood leaders choose not to sponsor Scouting-related activities for priests quorums, they are not to allow priest-age young men to spend their time solely in sports games or to simply drift unsupervised without structured activities.
